Prior to joining African Towers Limited as the Head of Human Resources & Administration and also the Head of Commercial Business, he assumed an emeritus position as Group General Manager; Resources & Operations at Adom Group with additional responsibilities in the role as a Deputy Managing Director of Adom City Estate and also Director of Osteth Ghana Limited.
He is an Academic/ Level 4 Project Work Supervisor for the Professional Certification Programme at the Chartered Institute of Human Resource and Management, Ghana. He has a very strong academic research background and currently an adjunct lecturer at the University of Gold Coast formerly (Accra Business School) with immaculate reputation in academia. He also doubles as an Examiner/Evaluator of the Chattered Institute of Human Resource Management Ghana (CIHRM).
He holds a Master of Science (MSc) degree in International Business from the University of Ghana Business School, Legon and also holds a Master of Arts (MA) degree in E-Business & Marketing Strategy from the Ghana Communication Technology University (GCTU). He also holds a Graduate Certificate and a Master of Business Administration (MBA) degree from the Australian Institute of Business, South Australia.

Throughout his career, Dr. Quarm has led the design, supervision, and delivery of high-value residential, institutional, commercial, and faith-based developments, including multi-storey apartments, hostels, shopping malls, auditoriums, road infrastructure, and critical public facilities. He has held senior engineering and supervisory roles within major public
institutions and private consultancies, most notably serving for over a decade at the University of Cape Coast, where he oversaw landmark projects funded by national and international bodies.In addition to his role at UMANIE Homes Africa, Dr. Quarm is the Managing Director of Quarm Associates Ltd, where he has successfully executed and supervised numerous large-scale developments across the Central, Greater Accra, Western, and
Eastern Regions of Ghana. His expertise spans reinforced and prestressed concrete design, steel and timber structures, foundation and geotechnical engineering, structural analysis, and comprehensive end-to-end project
management.
Dr. Quarm is also a published researcher of international standing, with multiple peer reviewed journal articles focusing on sustainable construction materials, recycled aggregates, concrete performance optimization, and the structural integrity of locally manufactured reinforcement systems. His research contributes directly to innovative, cost-efficient, and environmentally responsible construction practices that align strongly with the values and long-term vision of UMANIE Homes Africa.
